Migration Service (MILTON.MigrationService)

The Migration Service is a background worker application executed before the rest of the stack reaches maturity during bootstrapping.

It ensures that the Entity Framework Core database is fully instantiated and populated with identical seeding logic across any target environment, preventing the primary API instance from needing DbContet orchestration logic.
